About the poet:

Edward James Hughes was an
English poet and children's writer.
He was born in Mytholmroyd, in
the West Riding district of
Yorkshire, England on August 17,
1930. His childhood was quiet and
dominantly rural.

After high school, Hughes entered
the Royal Air Force and served for
two years as a ground wireless
mechanic. He then moved to
Cambridge to attend Pembroke College on an academic
scholarship. While in college he
published a few poems and
studied mythologies extensively
Hughes graduated from
Cambridge in 1954.
Hughes was married to an
American Poet Sylvia Plath in
1956. He lived in Massachusetts
with Plath and taught at University
of Massachusetts, Amherst. They
returned to England in 1959, and
their first child, Freida, was born the following year. Their second
child, Nicholas, was born two
years later.

In 1962, Hughes left Plath as he
was in affair with another woman
Assia Gutmann Wevill. Less than a
year later, Plath committed
suicide. Hughes did not write
again for years, as he focused all  
of his energy on editing and
promoting Plath's poems.
In 1965, Wevill gave birth to their
only child, Shura. Four years later,
like Plath, she also commited
suicide, killing Shura as well. The
following year, in 1970, Hughes
married Carol Orchard, with whom
he remained married until his death 
Hughes won many of Europe's
highest literary honors, and was
appointed Рoet Laureate of
England in 1984, a post he held
until his death. He passed away in
October 28, 1998, in Devonshire,
England, from cancer.

1. The Laburnum Top is silent, quite still
in the afternoon yellow September sunlight, 
A few leaves yellowing, all its seeds fallen

Explanation:

In the opening stanza Laburnum (a kind of tree ) is described as silent and still. There is no movement at all in the tree. It is an afternoon of September month, almost prior to autumn. Sunlight is yellow and Laburnum leaves are also yellowish as they are almost ready to fall. All its seeds have fallen already.

इस poem के शुरू में अमलताश के पेड़ को शान्त और स्थिर बताया गया है । पेड़ में किसी भी तरह की कोई हलचल नहीं है। सिंतबर महीने की दोपहर का समय है। धूप भी पीली दिखाई पड़ रही है। कुछ पते पीले हो रहे हैं तथा सारे बीज गिर चुके हैं।

इस तरह से अमलताश का पेड़ बेजान सा प्रतीत होता है जिसमें किसी तरह की कोई हलचल नही है  क्योंकि अभी तक गोल्डफिन्च इस पेड़ पर नहीं पहुंची है। पतझड़ में पते भी पीले होकर गिरने वाले हैं।

2.  Till the goldfinch comes, with a twitching chirrup
A suddeness, a startlement, at a branch end
Then sleek as a lizard, and alert and abrupt, 
She enters the thickness,and a machine starts up
Of chitterings, and of tremor of wings, and trillings

Explanation:

Suddenly goldfinch - a small sparrow - surprises us by landing on a branch end  which makes 'twitching' sound. While doing so it jerks its body.  looking shiny like that of a lizard, goldfinch enters the
thickness of branches and yellow leaves in a alert and abrupt manner. It enters quickly into the thickness where it has built its best to house its young ones. As soon as it reaches to its nest , baby sparrows starts making sounds 'chitterings' and 'trillings'  and flatters their wings. This seems as though machine has started. It is the machine of her family.

तभी गोल्डफिन्च अचानक ही पेड़ की टहनी पर आकर  बैठ जाती है। यह अपने शरीर को हिलाती हुई आवाज़ करती है। छिपकली की तरह नरम मुलायम दिखने वाली गोल्डफिन्च बड़ी चुस्ती और फुर्ती से पेड़ की घनी शाखाओं और पत्तों में प्रवेश करती है जहाँ उसका घोंसला है। उसे देखते ही उसके बच्चे जोर से आवाज करने लग जाते है , अपने पंखों को खोल कर फड़फड़ाते हैं। इस वजह से पेड़ भी जैसे रोमांचित होकर हिलने लगता है। ऐसा लगता है जैसे कोई मशीन चल पड़ी हो। यहाँ मशीन का काल्पनिक चित्र प्रस्तुत किया है ।

3.   The whole tree trembles and thrills
It is the engine of her family. 
She stokes it full, then flirts out to a branch-end

Explanation:

When the young babies makes so much noise by their chirping and flattering of their wings, the tree also starts moving or shaking. It looks like that it has thrilled by the sound of goldfinch's family. ( here 'personification' figure of speech has used in which human qualities and traits ' thrills' and 'trembles' are attributed to a non living thing  ( tree).
As engine is to run a machine,  goldfinch is to her family. Engine is source of energy to run machine. Goldfinch is also source of energy to her family and the tree as well. It brings food to her babies and feeds them to their full. Without goldfinch and her family,  tree is silent and still and seems dead. The family of goldfinch provides it life by making it tremble and providing thrill. Tree also gives shelter to goldfinch's family from predators. So two way relationship between goldfinch's family and tree is seen here . (A beautiful imagery of engine has created here. As engine is needed to run a machine , goldfinch also served the same work by providing them energy ). After feeding her babies , it comes out of the thickness and sit on a branch end. Now her barred face is visible which serves its identity. It looks like a mask which is known as its hallmark.

सारा पेड़ जैसे रोमांचित होकर काँपने लगता है। यह उसके परिवार का इंजन है। इस इंजन में यह भोजन रूपी ईंधन डालती है और अपने बच्चों को भरपेट खिलाती है। खिलाने के बाद वह फुदक कर फिर टहनी के सिरे  पर बैठ जाती है।  अब उसका धारियों वाला चेहरा दिखाई पड़ता है जो मुखोटे की तरह प्रतीत होता है। ये मास्क इसकी पहचान है।
4.   Then with eerie delicate whistle-chirrup whisperings
She launches away, towards the infinite 
And the laburnum subsides to empty 

Explanation:

Now goldfinch makes a mysterious whistle sound as if it is an indication to her young babies that she is now going away and they should not make more noise of their 'chitterings' and 'trillings'. She does this slowly like a whisper. She now fly away to an unknown place to find some more food to her babies before they get hungry again.
Being flown away from the tree, Laburnum Top once again becomes silent and  still as it was before .

तव बहुत ही रहस्यमयी सीटी बजाती हुई, धीरे से चहचहाते हुए , किसी अज्ञात स्थान के लिये उड़कर चली जाती है। धीमी आवाज में शायद वह अपने बच्चों को सन्देश देती है कि वह जा रही है और वे अब और शोर न करें ताकि कोई शिकारी पक्षी उनके घोषले को न देख ले। गोल्डफिन्च के जाने के बाद एकबार फिर से पेड़ शांत और स्थिर हो जाता है जैसे इस पेड़ की शाखाओं में कुछ है ही नहीं। इस प्रकार पेड़ poem के शुरू और अंत में एक जैसा ही दिखता है।

Summary of poem | The Laburnum Top

In short, poem shows the relationship between goldfinch's family and the tree. Without it tree is silent and still which seems lifeless. Tree provides place to house her family. When baby birds make sounds of chittering and trilling , Tremor their wings in excitement; the whole tree trembles. It has got life too it seems.
